The project is expected to provide for cycling on Dublin’s quays and link Heuston Station and Phoenix Park to the Point Village and the O2 — but firm plans or options have yet to emerge.
The quays are an important link between both commuter and key tourist locations, but the streets along them have been labelled as a dual carriage ripping through the heart of the city.
The current Dublin City Development plan says it is an objective of Dublin City Council to “provide a continuous cycleway connecting the Phoenix Park and Heuston Station to the proposed S2S route along the city’s quays” within the lifetime of the development plan, which runs up to 2017.
Pressure will likely mount for the council and its councillors to act as the expansion of Dublinbikes to the area around Heuston will add to the amount of people cycling on the quays – and likely also to the amounts illegally using the Luas red line as an alternative to the quays.
Progress has been slow to date with some indications that the councils are hesitant to change traffic flows on the quays in advance of or close to the Luas Cross City rail project which is expected to disrupt traffic flows and bus routes.

Dublin City Council and the National Transport Authority have invited key stakeholder groups representing businesses and community in the city to a workshop on the project this week. It follows a similar event late last year.
“The purpose of the workshop is to outline progress since the last stakeholder workshop in December 2012, and provide an opportunity for the attendees to give feedback on the short-listed options,” said the invite to groups.
A segregated two-way cycleway on the north quays had been suggested as the optimal solution by a group of planner and engineers, but no official plans have been announced by the city council.
